So once your design and on-page SEO is done, start creating high-quality content making sure to link keywords to relevant internal pages as well as outbound links to back up your information. If you want to rank locally make sure you're building local business citations, you're on Google My Business, You On-Page Heading, Content and URL reflect those locations you want to rank for. Yes, when it comes to SEO, people tend to be extremely lazy and will look for the get rich quick option to cheat the rankings but unfortunately you will only shoot yourself in the foot.

Climbing the ranks is a marathon, not a sprint.

In general, people are lazy and always looking for a silver bullet to get better rankings.
As you’ve articulated nicely. There isn’t one. Paid or otherwise.
The real solution is to do the work.
Putting in the effort along the lines you’ve shown will pay off in spades.
